Free speech isn’t free.  In fact, maintaining your right to free speech might cost you all of your aid from the Federal Government if you are a NGO the deals with AID/HIV, and you support distributing condoms to sex workers or clean needles to drug users.

The Bush Administration wants to require NGO's to sign a pledge opposing the sex trade and illegal drugs trade.  Some NGO's feel that signing the pledge will impede their ability to engage in “harm reduction” activities that could be said to “support“ the sex trade and the illegal drugs trade.

Get out your checkbooks people.  WE’RE going to have to fund any effective public need NGO’s in the future…while the government spends billions of dollars to say “pray hard and do what you’re told, and everything will be OK”.

Can’t they see how well this policy ISN’T working in Africa?  Haven’t there been enough studies and enough evidence right in front of our faces to tell us that the only thing that has a chance in hell of working is education and “harm reduction” for those who just refuse to get the message?
