Ben, over at EclecticsAnonymous and PZMeyers over at Pharyngula have already treated this topic, so I will just point you to them.
The House has passed a bill that makes it so that if your right to conscience is violated by an entity of the government, and you sue them, you will have to pay the cost of your own legal fees regardless if you win or lose.
As Ben points out; that means that the parents of Dover would have had to pony up all the cash to keep the radical members of the school board from violating their children’s right to an education.

Note the use of the Boy Scouts and Veteran's Associations. Yeah, they're just doing this to protect Boy Scouts and Veterans. It has nothing to do with Kitsmiller v Dover School Board. Riiiight...nudge nudge wink wink.
This has yet to be voted on in the Senate, but if it passes, you can be sure that the Royal Shrub will sign it.
And then, as others have pointed out, the only people who will have civil rights are the ones who can afford to defend them in a court of law.
